"Data centers, just fancy any other complicated system, require ongoing maintenance and preventative trust to ensure they are operating at their designed levels of efficiency and reliability," Studley's Drescher said. So, a Tier IV design certification won't assist when your colocation provider neglects its fuel supply contracts, for example.

Beyond data seat tiers

The Uptime Institute too certifies facilities for its Management and Operations (M&O) Stamp of Approval, which U.S.-based colocation provider Fortrust earned for 12 years of continuous running uptime. "The Uptime tiers [for design and construction] study at a point in time," said Robert McClary, senior vice president and general manager at Fortrust. "Operating to your SLA [service-level agreement] is what defines you."

Just as tier certifications quickly became de rigueur‎ in the data seat services industry, the M&O stamp will steal off, McClary predicted. The Uptime Institute has awarded 16 so far, and Kirby confirmed that many more are in the queue.

Forsythe Technology Inc., a technology integrator, will pursue the stamp for the Tier III colocation seat it is building outside of Chicago, according to Steve Harris, who is in suffuse of data seat development.

"A large enterprise can require the M&O stamp of total of its colocation providers globally, as it's intended for already built data centers that may not Have Tier rankings," Uptime's Kirby said. "All those colos' customers in those multi-tenant data centers will benefit, and the enterprise can retain control similar to that of an owned data center."

More colocation elements to consider

There are various other certifications and best practices that colocation customers should consider.

"SSAE [Statement on Standards for Attestation Engagements] 16 is pretty much a standard interrogate now, and a lot of colocation users want to view ISO[International Organization for Standardization]-9001 certification, as well as Uptime tiers," Harris said.

Equinix, which provides Tier III colocation facilities, too has its data centers audited to SSAE 16 standards in North America and the comparable [International Standards for Assurance Engagements] ISAE 3402 standards for physical security and environmental controls in Europe and abroad. Testing takes station over a minimum six-month period on operational controls of data seat services.

Colocation customers fancy to view LEED [Leadership in Energy and Environmental Design], said Forsythe's Harris, especially if they're marketing a green footprint.

Dig into the colocation provider's construction and expansion model as well, said Bryan Chong, sales vice president at Digital Realty Trust Inc., which prefabricates its Pod data seat components in a factory. Prefabbing standardizes the uninterruptable power supplies, generators, security and other elements for consistency in Digital Realty's global colocation centers, Chong explained.

"[Colocation customers] are asking for different ways to grow with data seat providers," said Robert DeVita, general manager of Cologix Inc. This means increasing power density in cabinets and no growth limitations from the power or cooling design in a particular facility.

"Successful colocation facilities fill up within months or a few years, and there's a sure desultory of the data seat running out of space," Digital Realty's Chong said.

A campus model enables data centers to expand without going through the entire search process again and dealing with interconnections and consistency of operations from multiple colo providers.


Brexit data transfer gaps a risk for UK startups, MPs told | killexams.com real questions and Pass4sure dumps

The uncertainty facing digital businesses as a result of Brexit was front and seat during a committee session in the UK parliament today, with experts including the UK’s information commissioner responding to MPs’ questions about how and even whether data will continue to stream between the UK and the European Union once the country has departed the bloc — in just under a year’s time, per the current schedule.

The risks for UK startups vs tech giants were too flagged, with concerns voiced that larger businesses are better placed to weather Brexit-based uncertainty thanks to greater resources at their disposal to plug data transfer gaps resulting from the political upheaval.

Information commissioner Elizabeth Denham emphasized the overriding consequence of the UK data protection bill being passed. Though that’s really just the baby step where the Brexit negotiations are concerned.

Parliamentarians Have another vote on the bill this afternoon, during its third reading, and the legislative timetable is tight, given that the pan-EU general Data Protection Act (GDPR) takes direct upshot on May 25 — and many provisions in the UK bill are intended to bring domestic law into line with that regulation, and complete implementation ahead of the EU deadline.

Despite the UK referendum vote to tug the country out of the EU, the government has committed to complying with GDPR — which ministers hope will lay a strong foundation for it to secure a future agreement with the EU that allows data to continue flowing, as is critical for business. Although what exactly that future data regime might breathe remains to breathe seen — and various scenarios were discussed during today’s hearing — hence there’s further operational uncertainty for businesses in the years ahead.

“Getting the data policy birthright is of critical consequence both on the commercial side but too on the security and law enforcement side,” said Denham. “We requisite data to continue to stream and if we’re not piece of the unified framework in the EU then they Have to compose sure that we’re focused and we’re robust about putting in station measures to ensure that data continues to stream appropriately, that it’s safeguarded and too that there is traffic certainty in foster of their exit from the EU.

“Data underpins everything that they conclude and it’s critically important.”

Another witness to the committee, James Mullock, a colleague at law solid Bird & Bird, warned that the Brexit-shaped threat to UK-EU data flows could result in a situation akin to what happened after the long-standing Safe Harbor arrangement between the EU and the US was struck down in 2015 — leaving thousands of companies scrambling to reserve in station alternative data transfer mechanisms.

“If they Have anything fancy that it would breathe extremely disruptive,” warned Mullock. “And it will, I think, breathe extremely off-putting in terms of businesses looking at where they will headquarter themselves in Europe. And therefore the long term prospects of attracting businesses from many of the sectors that this country supports so well.”

“Essentially what you’re doing is you’re putting the trial on traffic to find a legal agreement or a legal mechanism to harmonize data protection standards on an overseas recipient so total UK businesses that receive data from Europe will breathe having to sign these agreements or reserve in station these mechanisms to receive data from the European Union which is obviously one of their very major senders of data to this country,” he added of the alternative legal mechanisms fall-back scenario.

Another witness, Giles Derrington, head of Brexit policy for UK technology advocacy organization, TechUK, explained how the collapse of Safe Harbor had saddled businesses with major amounts of bureaucracy — and went on to suggest that a similar scenario befalling the UK as a result of Brexit could reserve domestic startups at a astronomical handicap vs tech giants.

“We had a member company who had to reserve in station two million Standard Contractual Clauses over the space of a month or so [after Safe Harbor was struck down],” he told the committee. “The amount of cost, time, exertion that took was very, very significant. That’s for a very large company.

“The other side of this is the alternatives are highly exclusionary — or could breathe highly exclusionary to smaller businesses. If you study at India for example, who Have been trying to net an adequacy agreement with the EU for about ten years, what you’ve actually create now is a gap between those large multinationals, who can reserve in station binding corporate rules, standard contractual clauses, Have the kindhearted of capital to breathe able to conclude that — and it gives them an access to the European market which frankly most smaller businesses don’t Have from India.

“We obviously wouldn’t want to view that in a UK tech sector which is an terrible lot of startups, scale-ups, and is a key piece of the ecosystem which makes the UK a tech hub within Europe.”

Denham made a similar point. “Binding corporate rules… might work for multinational companies [as an alternative data transfer mechanism] that Have the talent to invest in that process,” she noted. “Codes of conduct and certification are other transfer mechanisms that could breathe used but there are very few codes of rehearse and certification mechanisms in station at this time. So, although that could breathe a future transfer mechanism… they don’t Have codes and certifications that Have been approved by authorities at this time.”

“I account it would breathe easier for multinational companies and large companies, rather than small businesses and certainly microbusinesses, that compose up the lion’s share of traffic in the UK, especially in tech,” she added of the fall-back scenarios.

Giving another illustration of the scale of the potential bureaucracy nightmare, Stephen Hurley, head of Brexit planning and policy for UK ISP British Telecom, told the committee it has more than 18,000 suppliers. “If they were to reserve in station Standard Contractual Clauses it would breathe a subset of those suppliers but we’d Have to identify where the flows of data would breathe coming from — in particular from the EU to the UK — and reserve in station those contractual clauses,” he said.

“The other problem with the contractual clauses is they’re a set form, they’re a precedent configuration that the Commission issues. And again that isn’t necessarily designed to deal with the modern ways of doing traffic — the way flows of data occurs in practice. So it’s quite a cumbersome process. And… [there’s] uncertainty as well, given they are currently under challenge before the European courts, a lot of companies now are already doing a sort of ‘belt and braces’ where even if you trust on Privacy Shield you’ll too reserve in station an alternative transfer mechanism to allow you to Have a topple back in case one gets temporarily removed.”

A better post-Brexit scenario than every UK traffic having to conclude the bureaucratic and legal leg-work themselves would breathe the UK government securing a current data stream arrangement with the EU. Not least because, as Hurley mentioned, Standard Contractual Clauses are subject to a legal challenge, with legal question marks now extended to Privacy Shield too.

But what shape any such future UK-EU data transfer arrangement could steal remains tbc.

The panel of witnesses agreed that personal data flows would breathe very unlikely to breathe housed within any future trade treaty between the UK and the EU. Rather data would requisite to live within a separate treaty or bespoke agreement, if indeed such a deal can breathe achieved.

Another possibility is for the UK to receive an adequacy determination from the EC — such as the Commission has granted to other third countries (like the US). But there was consensus on the panel that some configuration of bespoke data arrangement would breathe a superior outcome — for legal reasons but too for reciprocity and more.

Mullock’s view is a treaty would breathe preferable as it would breathe at lesser risk of a legal challenge. “I’m saw a treaty is preferable to a determination but they should steal what they can get,” he said. “But a treaty is the ultimate standard to direct for.”

Denham agreed, underlining how an adequacy determination would breathe much more limiting. “I would squawk that a bespoke agreement or a treaty is preferable because that implies mutual recognition of each of their data protection frameworks,” she said. “It contains obligations on both sides, it would accommodate dispute mechanisms. If they study at an adequacy determination by the Commission that is a one-way determination judging the standard of UK law and the framework of UK law to breathe adequate according to the Commission and according to the Council. So an agreement would breathe preferable but it would Have to breathe a standalone treaty or a standalone agreement that’s about data — and not integrate it into a trade agreement because of the fundamental rights component of data protection.”

Such a bespoke arrangement could too proffer a route for the UK to negotiate and retain some role for her office within EU data protection regulation after Brexit.

Because as it stands, with the UK set to exit the EU next year — and even if an adequacy determination was secured — the ICO will lose its seat at the table at a time when EU privacy laws are setting the current global standard, thanks to GDPR.

“Unless a role for the ICO was negotiated through a bespoke agreement or a treaty there’s no way in law at present that they could participate in the one-stop shop [element of GDPR, which allows for EU DPAs to co-ordinate regulatory actions] — which would bring huge advantages to both sides and too to British businesses,” said Denham.

“At this time when the GDPR is in its infancy, participating in shaping and interpreting the law I account is really important. And the group of regulators that sit around the table at the EU are the most influential blocs of regulators — and if we’re outside of that group and we’re an observer we’re not going to Have the kindhearted of upshot that they requisite to Have with astronomical tech companies. Because that’s total going to breathe decided by that group of regulators.”

“The European Data Protection Board will set the weather when it comes to standards for simulated intelligence, for technologies, for regulating astronomical tech. So they will breathe a less influential regulator, they will continue to regulate the law and protect UK citizens as they conclude now, but they won’t breathe at the leading edge of interpreting the GDPR — and they won’t breathe bringing British values to that table if we’re not at the table,” she added.

Hurley too made the point that if the ICO is not inside the GDPR one-stop shop mechanism then UK companies will Have to select another data protection agency within the EU to act as their lead regulator — describing this as “again another trial which they want to avoid”.

The panel was asked about opportunities for domestic divergence on elements of GDPR once the UK is outside the EU. But no one saw much handicap to breathe eked out outside a regulatory regime that is now liable for the de facto global standard for data protection.

“GDPR is by no means faultless and there are a number of issues that they Have with it. Having said that because GDPR has global achieve it is now effectively being seen as they Have to comply with this at an international smooth by a number of their largest members, who are rolling it out worldwide — not just Europe-wide — so the opportunities for divergence are quite limited,” said Derrington. “Particularly actually in areas fancy AI. AI requires massive amounts of data sets. So you can’t conclude that just from a UK only data-set of 60 million people if you took everyone. You requisite more data than that.

“If you were to utilize European data, which most of them would, then that will require you to comply with GDPR. So actually even if you could conclude things which would compose it easier for some of the AI processes to happen by doing so you’d breathe closing off your access to the data-sets — and so most of the companies I’ve spoken to… view GDPR as that’s what we’re going to Have to comply with. We’d much rather it breathe one rule… and to breathe able to maintain access to [EU] data-sets rather than just applying dual standards when they’re going to Have to meet GDPR anyway.”

He too famous that about two-thirds of TechUK members are small and medium sized businesses, adding: “A small traffic working in AI still needs massive amounts of data.

“From a tech sector perspective, considering whether data protection sits in the public consciousness now, actually don’t view there being much opportunity to change GDPR. I don’t account that’s necessarily where the centre of gravity amongst the public is — if you study at the data protection bill, as it went through both houses, most of the amendments to the bill were to depart further, to strengthen data protection. So actually they don’t necessarily view this is notion that they will significantly walk back GDPR. And bear in intellect that any company which are doing any work with the EU would Have to comply with GDPR anyway.”

The possibility for legal challenges to any future UK-EU data arrangement were too discussed during the hearing, with Denham saw that scrutiny of the UK’s surveillance regime once it is outside the EU is inevitable — though she suggested the government will breathe able to win over critics if it can fully articulate its oversight regime.

“Whether the UK proceeds with an adequacy assessment or whether they depart down the road of looking at a bespoke agreement or a treaty they know, as we’ve seen with the Privacy Shield, that there will breathe scrutiny of their intelligence services and the collection, utilize and retention of data. So they can hope that,” she said, before arguing the UK has a “good story” to command on that front — having recently reworked its domestic surveillance framework and included accepting the requisite to compose amendments to the law following legal challenges.

“Accountability, transparency and oversight of their intelligence service needs to breathe explained and discussed to their [EU] colleagues but there is no doubt that it will achieve under scrutiny — and my office was piece of the most recent assessment of the Privacy Shield. And looking at the US regime. So we’re well cognizant of the kindhearted of questions that are going to breathe asked — including their arrangement with the Five Eyes, so they Have to breathe ready for that,” she added.

In a two-way race to fill the Dakota Division Director's chair being vacated by Kent Olson, KA0LDG, the Division's members elected Vice Director Matt Holden, K0BBC, of Bloomington, Minnesota. Holden received 698 votes, while Dean Summers, N0ND, of Dickinson, North Dakota, got 345 votes. Holden was appointed Vice Director in February 2016 after former Director Greg Widin, K0GW, became ARRL First Vice President. Olson announced earlier this year that he would not hunt another term.

In a four-way race for the Vice Director's chair that Holden will vacate, the winner was North Dakota Section Manager Lynn Nelson, W0ND, of Minot. Nelson earned 427 votes; Tom Karnauskas, N0UW, of Owatonna, Minnesota, received 338 votes; Chris Stallkamp, KI0D, of Selby, South Dakota got 175 votes; and Jay Maynard, K5ZC, of Fairmont, Minnesota, picked up 93 votes.

In the Atlantic Division, ARRL members chose former FCC Special Counsel Riley Hollingsworth, K4ZDH, of Gettysburg, Pennsylvania, as Vice Director. In the final tally, Hollingsworth received 2,559 votes, while Lloyd Roach, K3QNT, of Bedford, Pennsylvania, garnered 1,348 votes.

In the Midwest Division, Director Rod Blocksome, K0DAS, easily held off a re-election challenge from Cecil Miller, WB0RIW, of Wichita, Kansas, 1,249 to 792. Blocksome was elected Midwest Division Vice Director in 2011. In 2014, he was the only candidate to succeed retiring Director Cliff Ahrens, K0CA.

Unopposed for current terms were Atlantic Division Director Tom Abernethy, W3TOM; Delta Division Director David Norris, K5UZ; Delta Division Vice Director Ed Hudgens, WB4RHQ; worthy Lakes Division Director Dale Williams, WA8EFK; worthy Lakes Division Vice Director Tom Delaney, W8WTD, and Midwest Division Vice Director expertise Zygielbaum, K0AIZ.

All successful candidates initiate current 3-year terms on January 1, 2018.

Status Report: The tyro Radio Parity Act of 2017

The tyro Radio Parity Act of 2017 - S. 1534 is alive, but with legislative action slowed to a glacial pace on Capitol Hill in recent months, there's been no real progress to report since this past summer. At present, the bill is under consideration by the US Senate Committee on Commerce, Science, and Transportation, and it remains an vigorous concern for ARRL. The League is working diligently to shake the bill loose and mosey it forward.

While it may materialize that time is short, S. 1534 does not requisite to pass the Senate by year's end. The bill remains in play until the current session of Congress adjourns, which doesn't happen until December 31, 2018. Once the bill has been passed by both chambers, the FCC would still Have to implement its essence in the piece 97 tyro Service rules.

Introduced on July 12, S. 1534 marked another step forward for the landmark legislation. Senators Roger Wicker (R-MS) and Richard Blumenthal (D-CT) sponsored the bill in the Senate. The US House version of the legislation, HR 555, passed the House of Representatives by unanimous consent eventual January.

FCC Dismisses Radio Amateur's Petition to Revise call Sign Rules

The FCC has dismissed a rule-making petition filed eventual May by Thomas J. Alessi, K1TA, of Stamford, Connecticut, that sought to amend the piece 97 rules regarding tyro Radio Service call signs. The Commission action came in a November 28 missive from Scot Stone, Deputy Chief of the FCC Wireless Telecommunications Bureau Mobility Division. Alessi had asked the FCC to compose call signs consisting of one letter, followed by two digits, followed by one missive (1 xx 1 format) available to tyro Extra-class licensees. Alessi asserted that the number of tyro Extra-class licensees who want short call signs exceeds the available supply of 1 x 2 and 2 x 1 call signs, and that his way would compose available an additional 7,800 four-character call signs.

"Approximately fifteen million call signs are presently available in the sequential call sign system, but it does not comprise every tyro call sign that has been allocated to the United States," Stone wrote in denying Alessi's petition. He too pointed out that the FCC had rejected a similar suggestion in 2010 that would Have made inescapable additional call signs, including 1 xx 1 call signs, available to tyro Extra-class licensees, but concluded at the time that enough call signs were already available for every tyro Radio licensee to obtain an acceptable call sign. In addition, the FCC said in 2010 that it had no plans to revisit the issue.

"You Have not demonstrated any changed circumstances or other reason that would warrant revisiting this decision," Stone's missive concluded.

ARRL Board of Directors Publicly Censures Southwestern Division Director

Acting on a recommendation of its Ethics and Elections Committee, the ARRL Board of Directors has publicly censured one of its own -- ARRL Southwestern Director Dick Norton, N6AA. On an 11-3 vote, with one member abstaining, the Board adopted a resolution to censure Norton for criticizing the ARRL Code of Conduct for Board members at an tyro Radio gathering "by virtue of his characterizations thereof, thus criticizing publicly the collective action of the Board of Directors adopting said Code of Conduct and drawing the Board's collective determination making into disrepute." The Board admonished Norton that no further similar behavior would breathe tolerated.

The resolution cited "multiple portions of the Code of Conduct" that Norton was create to Have violated. The Board's action related to a complaint filed with the Ethics and Elections Committee by an ARRL member. The Board met in special session by teleconference on November 14 to account the matter.

According to the resolution, fellow Board members had cautioned Norton that "his actions and his manner" in criticizing the Code of Conduct for Board members were "not acceptable and cannot continue, with no notable change in his behavior since that time."

Norton had been provided with a copy of the Ethics and Elections Committee resolution, dated September 7, 2017, and responded to it in writing, accompanied by statements of four ARRL members who supported his response.

The Board create that Norton's violation of the ARRL Code of Conduct had "caused harm to the League" and provided sufficient cause to publicly censure Norton for "unacceptable behavior as an ARRL Board member."

AO-91 Commissioned, Declared Open for tyro Use!

AMSAT-NA's latest tyro Radio CubeSat, RadFxSat (Fox-1B), now known as AO-91, has been opened for general use. AMSAT Engineering officially announced that AO-91 was ready for utilize at 0650 UTC on Thanksgiving Day, November 23. AMSAT VP of Engineering, Jerry Buxton, N0JY, turned over operation to upshot Hammond, N8MH, and AMSAT Operations during a contact on the AO-91 repeater during the pass over the Eastern US, AMSAT said in a bulletin.

The latest CubeSat in the Fox series was launched on November 18 from Vandenberg Air constrain basis in California. Telemetry is downlinked via the DUV sub-audible telemetry stream, which can breathe decoded using FoxTelem software.

A 1U CubeSat, RadFxSat (Fox-1B) is a joint mission of AMSAT and the Institute for Space and Defense Electronics (ISDE) at Vanderbilt University. Amateur Radio-Carrying D-Star One CubeSat among Spacecraft Apparently Lost

The first tyro Radio satellite to employ the D-Star digital voice and data format -- D-Star One -- was among about 20 secondary payloads lost on November 28 after an otherwise nominal launch of a three-stage Soyuz 2.1 booster from the current Vostochny Cosmodrome in the far reaches of eastern Russia.

The mission carried the Russian Meteor M2-1 satellite -- the primary payload -- as well as a Canadian Telestar experimental satellite, and 17 other secondary payloads, including D-Star One. According to reports, a fault occurred in the sophisticated and autonomous Fregat upper stage, which, after separating from the launch vehicle, inserts multiple spacecraft into their respective orbits. A so-called "space tug," Fregat has been in service for nearly 2 decades and has suffered three previous failures. Russian space agency Roscosmos is investigating the Fregat failure.

D-Star One, the first German commercial CubeSat, carried four communication modules, two designated for tyro Radio use.

D-Star One was developed by German Orbital Systems in cooperation with the Czech company iSky Technology as piece of a way to eventually assemble a low-Earth orbit communication network.

"Hopefully, we'll net another desultory to utilize D-Star communications with a satellite repeater sometime in the future," Wayne Day, N5WD, commented on the AMSAT-BB.

The Fregat upper stage functions as an orbital vehicle in its own birthright to access a purview of orbital configurations through a series of "burns." Made up of six spherical tanks arrayed in a circle, Fregat is "independent from the lower three stages, having its own guidance, navigation, control, tracking, and telemetry systems," according to Gunter's Space Page.

The November 28 launch was only the second from the current cosmodrome.

IARU Cites Progress Toward 50 MHz Region 1 Allocation

The International tyro Radio Union (IARU) says "significant progress" was made during World Radiocommunication Conference 2019 (WRC-19) preparations that took station earlier this month at International Telecommunication Union (ITU) Headquarters in Geneva. But the IARU cautioned that a lot remains to breathe done before the "reservations and concerns of regulators and spectrum users are adequately satisfied."

For the team representing IARU in Working Party 5A (WP 5A) of ITU Radiocommunication Sector (ITU-R), the main focus was on the WRC-19 agenda detail that will account an tyro Radio allocation in Region 1 from 50 to 54 MHz that is similar to the one available in Regions 2 and 3. The current, mainly secondary, allocation of 50-52 MHz in most European countries is a regional agreement. Delegates to the meeting considered input documents from IARU, France, the Russian Federation, and Switzerland. A rugged consensus was achieved on the text that will provide the technical basis for discussions concerning the access to 50-54 MHz for the tyro Service in Region 1.

Other key issues affecting the tyro Service that remain to breathe addressed prior to WRC-19 comprise securing protection for tyro Service primary allocations at 24 GHz and 47 GHz and minimizing workable interference arising from Wireless Power Transmission (WPT) for the charging of electric vehicles. JOTA "Alive and Doing Well," Although 2017 Participation Down from eventual Year

Nearly 8,000 Scouts got on the air for the 60th Jamboree on the Air (JOTA) over the third weekend in October, National JOTA Coordinator Jim Wilson, K5ND, said. This week, Wilson released the 2017 JOTA report, which declared, "Radio Scouting and Jamboree on the Air are alive and doing well." Facilitating the October JOTA activity were more than 900 radio amateurs at 525 stations.

"Propagation wasn't their friend, but, even so, [radio amateurs in] almost 90 countries and total 50 states engaged in conversations with Scouts during the weekend," Wilson said. "In addition to HF, VHF, and UHF, many tyro Radio digital modes were in use, as well as online Jamboree on the Internet channels."

The tally for JOTA 2017 was 7,872 Scouts on the air, which, Wilson pointed out, was down from the 10,761 who took piece in JOTA 2016, but more in line with 2015's participation. Reports were filed by 226 JOTA locations.

"The Boy Scouts of America National Radio Scouting Committee will breathe exploring several improvement projects for 2018," Wilson said. These would comprise establishing a JOTA Frequency Task constrain to explore updated frequency listing and operating recommendations, looking into current ways to alert participants in real time about other JOTA stations that are on the air.

The Radio Scouting Committee's work in 2017 resulted in the introduction of current Radio Merit Badge requirements, which included a current option for tyro Radio Direction Finding (ARDF) -- or "foxhunting." The panel too developed documents to assist Scout leaders incorporate radio and JOTA in their unit activities.

Wilson pointed out that the K2BSA operation at the 2017 National Scout Jamboree in July introduced tyro Radio to nearly 2,500 Scouts, with 305 earning the Radio Merit Badge.

Year-Long NASA On The Air Event Kicks off on December 11

The tyro Radio clubs at National Aeronautics and Space Administration (NASA) centers around the US Have invited the tyro Radio community to relate the NASA On The Air (NOTA) special event. NOTA gets under way in December and continues through December 2018. In addition to being the agency's 60th anniversary, 2018 will upshot 50 years since NASA orbited the first human around the moon, and 20 years since the first elements of the International Space Station (ISS) were launched into low-Earth orbit.

The Marshall Space Flight Center's NN4SA is one of the NASA seat stations that will breathe vigorous during NOTA.

Starting on Monday, December 11, 2017, tyro Radio club stations at various NASA centers and facilities will breathe on the air with special event operations to celebrate these monumental achievements, as well as current milestones. Some clubs will proffer commemorative QSL cards, and a special certificate will breathe available indicating the number of NASA club stations worked on various bands and modes.

"We way to Have a web-based system for you to check your points total and download a printable certificate at the intermission of the event in December 2018," the NASA announcement said. "Points will breathe awarded for each seat worked on each corps and mode (phone, CW, digital, and 'space' modes -- satellites, meteor scatter, EME, ISS APRS)." That would, of course, comprise contacts with any of the tyro Radio stations on the ISS.

Key anniversaries during NOTA comprise the 45th anniversary of Apollo 17 on December 11, 2017, which kicks off the event; NASA's founding on July 29, 1958; the 20th anniversary of the ISS first component launch on November 20, 1998; the 20th anniversary of the ISS Node 1 Launch on December 4, 1998, and the 50th anniversary of Apollo 8 -- launched on December 21, 1968, and returned on December 27 -- marking the intermission of the event.

Ulrich Rohde, N1UL, Receives Wireless Innovation Forum Leadership Award

The oft-honored Ulrich Rohde, N1UL, is the recipient of the Wireless Innovation Forum Leadership Award (formerly International Achievement Award). The award recognizes "especially significant contributions in furthering the global mission of the Wireless Innovation Forum." A prolific technical author, academic, and engineer, Rohde is a colleague of Rohde & Schwarz in Munich, Germany, and chairman of Synergy Microwave Corporation, in Paterson, current Jersey.

While working under an RCA US Department of Defense compress in 1982, Rohde's department developed the first software-defined radio (SDR), which used the COSMAC (complementary symmetry monolithic array computer) chip. Rohde was among the first to present publicly on this topic with his 1985 talk, "Digital HF Radio: A Sampling of Techniques," at the Third International Conference on HF Communication Systems and Techniques in London.

"Since then, Rohde has actively driven innovation in the bailiwick of SDR, both in industry and academia," the Award announcement said. Rohde holds some 50 patents. In December 2016, Rohde was invited to deliver the Sir J.C. Bose Memorial Lecture on "Next-Generation Networks: Software-Defined Radio -- Emerging Trends," at IEEE Hyderabad, India. In the 2017 edition of Communications Receivers, Rohde and his co-authors set SDR at the core of modern communications systems design.

A project in which Rohde & Schwarz is involved was too honored. The Wireless Innovation Forum conferred its Technology of the Year award on the German Armed Forces Joint Composite Radio paraphernalia Project; Rohde & Schwarz is lead industry partner.

Winners were announced at the Wireless Innovation Forum Conference on Communications Technologies and Software-Defined Radio (WInnComm 2017), held in San Diego November 15-17.

Canada's Polar Prince WSPR beacon will ID with a current call sign on the revert leg of its voyage. With the successful completion of the Canada C3 Expedition via the Northwest Passage that culminated with the arrival of the Polar Prince in Victoria, British Columbia, the CG3EXP special event call sign has been retired. The Polar Prince will continue to carry an Ultimate 3 WSPR beacon as the ship returns to the East Coast via the Panama Canal, identifying as VE0EXP. The CG3EXP WSPR beacon transmitted on 20, 30, and 40 meters. Anyone with an HF receiver and the free WSPR application may breathe able to receive the VE0EXP signal and track the vessel's location on WSPRnet. -- Thanks to Radio Amateurs of Canada

Statistics witness that the tyro Radio population in the UK has grown by approximately 10% over the past 5 years. According to telecommunications regulator Ofcom, as of the intermission of August 2017, there were 52,195 complete licensees, 9,739 Intermediate licensees, and 22,649 Foundation licensees. Figures recently released in response to a liberty of Information request from Peter Bowyer, G4MJS, covered the period from June 2010 and August 2017. The statistics too prove 803 Reciprocal licensees in June 2016. Overseas visitors conclude not requisite a Reciprocal license, if they are visiting the UK for up to 3 months from CEPT T/R 61-01 signatory countries such as the US, Canada, Australia, current Zealand, or CEPT signatories in Europe. Ofcom previously issued Reciprocal license holders with call signs that were indistinguishable from complete license call signs; Ofcom now uses the term "Full (Temporary Reciprocal) Licence." In response to a liberty of Information request for a list of available (unassigned) tyro Radio call signs from Derek Flewin, 2W0FLW, Ofcom responded, "We no longer hold a list of available tyro Radio call signs, as they now utilize a system that randomly allocates call signs upon request."

ARISS has announced that the MAI-75 Slow-Scan (SSTV) system on the ISS will breathe on the air starting on December 5 at around 1500 UTC and continuing until December 6 at 0900 UTC, transmitting test images on 145.800 MHz FM that should breathe available worldwide. SSTV activity on December 7 and 8 is scheduled to occur at times when the ISS is above Moscow. In the past images Have been sent in PD180 mode, with a 3-minute off time between each image. The SSTV system is in the Russian Service Module of the International Space Station (ISS). -- Thanks to ARISS

SKYWARN™ Recognition Day (SRD) takes station on Saturday, December 2, from 0000 until 2400 UTC (starts on the evening of Friday, December 1, in US time zones). During the SKYWARN Special Event, operators at stations set up in National Weather Service (NWS) offices will contact radio amateurs around the world. Participating stations will exchange a brief description of their current weather with as many NWS-based stations as workable on 80, 40, 20, 15, 10, 6, and 2 meters, plus 70 centimeters. Repeater contacts are permitted. SRD was developed jointly in 1999 by the NWS and ARRL to celebrate the contributions SKYWARN volunteers compose to the NWS mission -- the protection of life and property.

Getting It Right

Ross Primrose, N4RP, took issue with their gauche and abstruse wording of a sentence in the epic "International Grid Chase Will Allow utilize of 630 and 2200 Meters" in the November 16 edition of The ARRL Letter. They should Have said, "If UTC does not respond within 30 days or does not specifically negative access, these stations may commence operation there."

The announcement for the 2017 ARRL 10 Meter Contest, as published in November 2017 QST (p. 94) contains incorrect information. Participants may select to operate CW, Phone, or Mixed. Stations in the Mixed category may work stations on both modes for contact credit -- i.e., once on CW, and once on phone.
